Studying for free in Canada in 2023 is possible!

As of September 2023, foreign students who pursue their studies in the province of Quebec will see their tuition fees reduced to the same amount as that charged to Quebec students. 

Faced with a growing labour shortage and following a policy of favouring immigrants beyond the city of Montreal, the Quebec government is appealing to foreign students. In order to benefit from the new program, students will have to register in a French-speaking institution of higher learning. Under the terms of the agreement signed between the Government of Quebec and the Government of France regarding student mobility, French undergraduate students are eligible for the Canadian non-resident rate in Quebec. French students enrolled in a graduate program (master's or doctorate) or in a technical college or vocational training program have access to the Quebec rate. 

In some cases, college may be free of charge and university tuition fees will only cost $3,000. 

For foreign students coming from another country, you will have to make sure that it is on the list of countries that have signed the international agreement on student mobility to Canada.
